This is and has for as long as I can remember (grade school science class) been the definition:
It is defined descriptively by the capacity for homeostasis, organisation, metabolism, growth, adaptation, response to stimuli, and reproduction.
Silicon based life would probably be pretty intelligent as well, though might not be if it was natural. My theory is that all silicon based life was engineered by preexisting life, though, and not natural in the normally understood sense of the word.
