Seems it was a whopping $16 per hour around few years ago. Before that $10 per hour was fine.

Because of globalization, the cost of manufactured goods has collapsed. Anything that can be imported by shipping container is basically free. Stuff on Amazon.com, Walmart.com, Temu.com is absurdly inexpensive.

In many cases, a middleman might be driving up the cost.
For example, a home care agency might charge $50/hr, but the home care aide themself is only getting paid $20/hr.
The gap might be because of the cost of insurance, regulation, management, etc.
So if you want to lower costs, you could try to hire people directly.
One downside of that direct approach is that the person might not be licensed / registered, and legal issues can get complicated if someone gets hurt, there's a lawsuit, etc.

Back when we had racially homogeneous cohesive communities, stable families, and low rates of obesity, those tasks were done by people we knew personally.
Driving, cleaning, watering, babysitting, were generally handled by the husband, or wife, or child, or friend, or relative, or neighbor's kid.
But because of racial diversity, along with the destruction of traditional marriage & family, people are now more isolated, and often don't even know their own neighbors.
Add the rising prevalence of obesity & laziness, and now everyone is hiring Mexicans to do basic tasks that we used to do ourselves, or used to be done by kids / friends / relatives / neighbors.
For example, when I was a kid, all suburban lawns were mowed by people in the community (parents, kids, etc).
Today, all those lawns are mowed by Mexicans.

Somehow it jumped to 20% minimum and applies to takeout & purchases.

Nah. I never once looked at the racial demographics of the home I moved into. My neighborhood is majority minority. For 75% of the time I have lived in this home, my nearest neighbors were black.
All home purchases, except for the ultra-wealthy, require a series of trade-offs. I chose this home based on the best set of trade-offs I could make. None of it was related to race. For example, if I could have bought a brand new 3500sf home on a decent-sized lot with underground utilities near a train station, and it was in a black neighborhood then I would have bought it.
