Shelter presents practical problems.

Take a look at homeless programs that give people shelter. A lot of the homeless move out of the provided shelter, for various reasons.

* The shelter might not allow dogs, or a spouse, which they might have.
* The shelter might restrict consumption of drugs and/or alcohol, which they might want.
* The shelter might involve them living too close to other people, which they can't handle because of a mental health condition.
* The shelter might need to be painted, have its plumping repaired, have more power added. Who is going to do the maintenance?

In short, the problem isn't being able to afford shelter for everyone, its being able to provide shelter someone wants.

Personally, I think that the federal government should provide a shelter free of charge, but should only provide it in locations that are
underpopulated. For instance, most railroad towns in Kansas and Nebraska have multiple empty homes. They could be repurposed. This
doesn't, however, solve the issue of maintenance.
