I believe it is gone forever.
Mark Carney’s Davos speech last year is a masterpiece and basically said the middle power allies of the US now realize they have to diversify and be more self sufficient.
As thing move forward we aren’t going to get what we want so easily and we’ll be forced to turn to hard power more often. We have hard power. Can’t be questioned. But it is wildly expensive. And can’t be sustained. Without soft power we will fail. While China just gets better and better because they are masters at soft power. They will eventually be the richest nation in human history.
