It's got bluetooth that will try to connect to your phone.  So you don't have to be in your car to be tracked.  You can be tracked just walking by.  You can be tracked riding in someone else's car.

By default, my phone's bluetooth, wifi, mobile data, GPS are all OFF, the front-facing camera is COVERED, and the ringer is OFF.

People walking around with those ugly-ass Apple AirPods, or use Apple AirTags, are the ones blasting out bluetooth signals 24/7

The police need a court order to get your phone data, generally, with exceptions for devices that police have purchased that act like cell towers.  With Flock, your data is in the hands of a private corporation who sells uncontrolled access to the data to police departments.  There is no control on whose data is queried or for what purpose.

Lets reverse this, what data are you concerned they might get about you? (That they'd already have access to).

I go to the grocery store and the bank, they are welcome to track me driving around. Zero concerns.

Who says they'll do all that? They'll get traffic records, pedestrian records, etc.  

They should tag your vehicle and then tag it again at another location calculate your rate of travel and issue you speeding tickets.
