Look, I get it.  I'm NOT saying to turn into Nazi Germany here.  But what ought to happen when there is a mandatory evacuation is residents should be allowed 8 hours to get the hell out.  After that send in the police and National Guard and do house to house sweeps.  Anyone found gets forcibly removed and possibly fined.  Anyone who does this multiple times faces criminal charges.  Stop with the games.  Sometimes the government simply needs to protect people from their own stupidity.
