It's a vaccine so it can never be "100% safe." If it were 100% safe that would mean it was largely inert and did nothing. If nothing else there will be an immune response from it and that will convey at least some slight risk.
The question is are the risks from the vaccine less than the risks of covid? Most of the experts say YES by far.
