OK, Phil.  Interpret this data for me if you will.

We were in BOISE for our first weekend, and we got news that a male subject broke into a house on our block, terrorized the people inside the house and stole many valuables from the house and the victims, escaping out the back door.

The "subject" then broke into another house on the back of the same block, and ambushed another, elderly, citizen in her home.  Again, he terrorized the victim, stole more valuables and made his escape before police arrived. 

The police arrived and knew precisely who the criminal was.  They declined to go to where he hangs out, because the criminal "is homeless" and the police WOULD DO NOTHING, because the criminal 'is homeless".

Therefore, the criminal is allowed to do the same thing, day after day, after day, with no consequences of any kind. 

What do you think living in that neighborhood is like, four years later.  What are the rates in other States?
