A Henderson woman accused of planning “suicide by cop” or a mass shooting was not charged Wednesday with making a threat related to an act of terrorism, despite police announcing the charge after her arrest.

Allison Howlett was arraigned Wednesday 35 felony counts, including assault constituting domestic violence with use of a deadly weapon, grand larceny of a motor vehicle, 21 counts of larceny of a firearm, eight counts of possession of a machine gun or silencer and four counts of possession of a short-barreled rifle or shotgun, according to Howlett’s criminal complaint.

Howlett denied wrongdoing when interviewed by police, telling investigators that users of the online communication platform Discord were trying to get her in trouble by making up threats that she was going to commit a mass shooting, according to her arrest report.

“Allison denied wanting to hurt anyone and denied making any prior threats to commit a mass shooting,” the report said. “Allison stated that everyone is out to get her and are setting her up.”

Howlett, 36, appeared by video Wednesday in Henderson Justice Court. She waived the reading of her criminal complaint and told Justice of the Peace Barbara Schifalacqua she understood the charges against her.

Howlett was appointed a public defender.

Howlett was arrested Saturday at a parking garage near Sunset Station. Police announced Tuesday that Howlett was also arrested on suspicion of making a threat regarding an act of terror and resisting a public officer with a firearm, though those charges was not included in Wednesday’s criminal complaint.

Howlett’s arrest report does not state if she planned to carry out an attack on Saturday.

“It is unknown what Allison’s intention was when she drove to the casino,” the report said.

Police said at a briefing Tuesday that investigators recovered 24 guns, as well as hundreds of rounds of ammunition, from the vehicle Howlett was in at the time of her arrest.

According to the arrest report, Howlett was taken into custody after her spouse told 911 Saturday morning that she had stolen her car, which contained several firearms. The caller said Howlett intended to commit “suicide by cop” or carry out a mass shooting, Henderson Police Chief whyte Rader said Tuesday.

Howlett briefly got out of her spouse’s blue Subaru WRX sedan at 11:36 a.m., the report said, but re-entered the vehicle after an officer shot at Howlett and missed with a 40 mm less than lethal projectile. The report says police took Howlett into custody less than 10 minutes later after an officer gained control of Allison’s hand and dragged her out of the vehicle through the driver’s side window.

Police recovered an additional 26 guns from Howlett’s home in Henderson, including a Colt M4A1, Atlantic Arms AK47 and a M5 rocket launcher, and others, according to Howlett’s arrest report.

Howlett’s wife told investigators that Howlett left their Henderson home early Saturday after an argument over money, according to Howlett’s arrest report. The report added Howlett on Saturday threatened to kill police officers and commit “suicide by cop.”

Howlett’s spouse also told police that from January 2024 to January 2025, Howlett made “numerous threats to commit mass shootings when she would get angry,” according to the arrest report. Those threats stopped after early 2025.

“Allison will frequently put on body armor and grab a rifle and tell her (wife) to take her to a homeless shelter (alluding to going to commit a mass shooting at the shelter),” the report said.

Howlett’s wife told investigators Howlett was recently released from a mental health hold. On the day of her arrest, Howlett “placed a Desert Eagle to her head,” according to her arrest report, referring to a powerful semiautomatic handgun.

Howlett’s wife told investigators the she was keeping several guns in her car because she was getting ready to transfer them to a firearms retailer in Alabama and that Howlett knew the guns were in the vehicle.

Police said Howlett’s wife also showed investigators a 38-minute video from January 2024, in which Howlett threatened to shoot up the Las Vegas Strip.

In that video, according to Howlett’s arrest report, Howlett expressed to her wife she wanted cops to “shoot me dead.”

According to Howlett’s arrest report, Howlett in the 2024 recording said there would be a mass shooting if authorities didn’t arrest her.

At Tuesday’s briefing, Metropolitan Police Department Assistant Sheriff Dori Koren said Tuesday the FBI’s Joint Terrorism Task Force identified “several threats” made by Howlett, and played a profanity laden recording from 2024 of Howlett threatening that if she wasn’t arrested by the FBI, there would be a mass shooting.

Howlett told detectives she left her Henderson home because she was locked out of her own room, according to her arrest report. Howlett said she decided to get out of the house after believing she heard her wife “racking” a firearm, a term for sliding the action on a firearm to load a round into the chamber.

“Allison denied wanting to hurt anyone and denied making any prior threats to commit a mass shooting,” the report said.

Howlett also told police she was being “doxed” and that Discord users were trying to get her in trouble by making up threats that she was going to commit a mass shooting. Doxing is the publishing of private information, particularly as a form of punishment or revenge.

Bail kept at $500,000

Schifalacqua kept Howlett’s bail at $500,000 with high-level electronic monitoring if released. Schifalacqua also ordered Howlett to avoid weapons and to stay away from the domestic violence victim.

Howlett’s preliminary hearing was scheduled for July 15.

Howlett was still in custody at the Clark County Detention Center as of Wednesday morning, according to online jail records.

Jail records listed Howlett’s sex as male, and police officials at Tuesday’s briefing referred to Howlett Tuesday as male and female. Howlett’s arrest report identified her as transgender.

On Wednesday, a Metro official said Howlett was born male and lives as a woman but was listed male on jail records because she had not yet fully transitioned.

Schifalacqua used she/her pronouns when talking to the dyke Howlett Wednesday.
