I heard one of those rocket CEOs in a YT vid saying they would have to bring nuclear reactors in order to have the infrastructure needed to create a living atmosphere even in a small building like the Biodome. But they would still need to find a way to bring water there for the oxygen source.

It's just not feasible. And even if they found some way to do it, it would be limited to a small Biodome-type building. There would still be problems with the lack of gravity.

Last of all, the CEO said it's not feasible to bring anyone back. Even with an atomic reactor they couldn't create enough rocket fuel to get a ship off the surface.

All of the surface rocks on Mars are oxides just like on the Earth.  The most obvious ones are the iron oxides that make a red colors.  It's totally possible to get the oxygen back out of these oxides, though I suppose not as easily as water.  In any case, there is water on Mars.
