As I said before, and as Spanky also quite well explained, marginal costs for education are essentially nothing.
Education is paid for by all of us, just like roads and defense.
And we all reap the benefits of an educated populace.

I think every person or household should get credits for staple foods at any grocery store.
Milk, eggs, cheese, meats, sauces, soups, butter, flour, spices, sugar, salt, pepper, beans, and a selection of fruit and vegetables.
And in congested areas, they should have large food plazas with simple meals available 24/7.
Then in both venues side by side, you have fancier meals and a selection of premium foods and specialty items.
Then every venue that serves food, based on capacity, must have an available "wholesome" foods section for the hungry or strapped for cash, including fast food restaurants.
For instance, you can get a free peanut butter and jelly sandwich and a water by scanning your state-issued ID.
Individuals can have 3 "squares" a day.
Of course, there'd be a lot of graft and abuse, people taking the food to feed pets or farm animals or whatever. But eventually, the availability of food would make that meaningless.
Most likely, there would be a standardized vendor with color-coded meal types and drink options. Perhaps reconstituted dry meals.

40% of households covers about 80% of the population. It is common sense that the vast majority of workers are in the 80% instead of outside it.

In 2000, the total K-12 public school enrollment was 47.2M. In 2023 it was 49.4M. But, in 2000 the number represented 14.9% of the population where the latest numbers represent 14.7%.
