Then, the exact week France & Germany circulate a paper to dismantle her diplomatic service and four days before foreign ministers convene in Luxembourg: it surfaces. Not as recognition of a legal reality. As a scandal about her. That is not a leak. That is a decision. And the framing that travels — “unacceptable, not EU policy” — tells you whose decision it was. 🧵
