It’s a congress job to legislate away anchor babies, just like they had to do not long ago in Australia, France, Ireland, etc etc. Those laws were abruptly changed in the 1980s or 1990s with no fanfare whatsoever, just a common sense change in a world of mass travel options and humans being away from their homeland.
