Also there needs to be a law that public businesses cannot deny anyone the restroom during business hours and they cannot require a purchase or even lock it with a key required.

Why do you think Starbucks reversed it's open door policy? When you invite the entire population to come in and use your facilities, you are going to get people who respect the space and clean up after themselves, and then you will have junkies and drunks who shyt and puke all over the bathroom and do not clean up after themselves...
