Hillbilly home ownership is not the same thing as favelas. People in the South own their own homes at a rate much greater than people in large urban cities in the USA. Tent housing is a better comparison and we do have some of that in some places, mostly because of a (since overturned) Supreme Court ruling and leftest city governance afraid to round them up.
