Operation Denver. Another Claude query you don't have to do.

❯ also, what was the story on the Soviet Union mounting a disinformation campaign that HIV was a
  biowarfare experiment gone wrong?

● It's called Operation INFEKTION (sometimes "Operation Denver"). It was a KGB "active measures"
campaign from about 1983 to 1987, it is well documented, and Russian intelligence later admitted
  it.

  How it unfolded

  1. The seed (July 1983): An anonymous letter appeared in Patriot, a small pro-Soviet newspaper in
New Delhi that the KGB had helped set up in the 1960s for this kind of use. The letter was
credited to a "well-known American scientist." It claimed AIDS had been created by the Pentagon
at Fort Detrick, Maryland, as part of a biological weapons program. It got little attention at
     first.
  2. Revival (October 1985): The Soviet weekly Literaturnaya Gazeta cited the Patriot piece as though
it were independent reporting. This "laundering" was the standard method: plant a story abroad,
then quote it at home as foreign news.
  3. Scientific cover (1986): Jakob Segal, a retired East German biophysicist at Humboldt University,
and his wife Lilli wrote what became known as the "Segal Report." It claimed that around 1977,
scientists at Fort Detrick built HIV by joining visna virus (a sheep virus) with HTLV-1, then
tested it on prisoners who spread it after release. It was distributed at a conference of
non-aligned nations in Harare. A credentialed Western-trained scientist made the story much more
     convincing in the developing world.
  4. Spread: By 1987 the story had appeared in roughly 80 countries in 30+ languages. It was
strongest in Africa, India and Latin America, and it reached mainstream outlets in Britain and
     elsewhere.

  How it ended

  - The State Department's Active Measures Working Group (Todd Leventhal was the main figure) tracked
    and rebutted the campaign publicly.
  - Surgeon General C. Everett Koop and US scientists told Soviet counterparts that joint AIDS
research would not go ahead while the campaign continued. Under Gorbachev's glasnost, Soviet
scientists were also embarrassed by it.
  - In late 1987 the Soviet press partly backed away. In 1992, Yevgeny Primakov, then head of
Russia's foreign intelligence service (SVR), publicly acknowledged the KGB's role.

A disputed detail: East Germany's role

  - The usual account: The Stasi's foreign disinformation unit (HVA Department X) ran Segal as part
of a joint KGB–Stasi operation. This rests largely on memoirs of former officers, especially
Günter Bohnsack. It is the version in Thomas Boghardt's well-known 2009 article.
  - The revision: In the 2010s the German historian Erhard Geissler went through the Stasi files. He
argued that Segal came up with his theory largely on his own and really believed it, and that the
Stasi mostly amplified it after the fact. On this view the officers' accounts inflated their own
    role.
  - The KGB's part is not in dispute. The East German part is less clear than older summaries say.

  Why it still matters

  - It found ready ground. The Tuskegee syphilis study, which ended in 1972, made a
government-made-plague story believable, especially among Black Americans. Surveys in the 2000s
(Bogart & Thorburn, 2005) found that roughly a quarter or more of Black Americans agreed HIV was
    man-made.
  - Public-health harm: It fed AIDS denialism. Mbeki-era South Africa was the worst case, and one
study estimated more than 300,000 deaths from delaying antiretroviral drugs.
  - COVID echo: In 2020–21, Chinese foreign ministry spokesman Zhao Lijian promoted the claim that
SARS-CoV-2 came from Fort Detrick. It used the same lab, the same accusation and the same
third-country amplification. Analysts pointed to INFEKTION as the template.

  Sources

  - Thomas Boghardt, "Soviet Bloc Intelligence and Its AIDS Disinformation Campaign," Studies in
Intelligence 53:4 (2009). It's a free CIA publication and the standard short account.
  - Thomas Rid, Active Measures (2020). It has a full chapter on INFEKTION, written as narrative.
  - Erhard Geissler's work for the revisionist view of the Stasi role (mostly in German, some in
    English).
  - The Mitrokhin Archive volumes (Andrew & Mitrokhin) for the KGB background.
